Password reset help

I left my phone at home while I went on a road trip. When I came back I found that some people were trying to log in and messed up the phone. In short, it has the "try again in so so minutes". I tried hard resting via the hardware keys combo but as try to press Vol up after the !, it reboots. I tried via Microsoft account online but they can't locate my phone, and it doesn't connect to my WiFi hotspot. Before I commit to some geeks to reflash it, is there anything else I can do?

Have you tried using the 'Windows Device Recovery Tool' to reinstall?
