Windows 10 Taskbar not working, cortana not working notification panel not openeing!!!

I Tried everything, Literally Everything; Powershell, TileData (not deleting), batchfile, and a lot of smaill things, But Nothing is Working. Please Help GUYS

then do a reset of the pc - I recommend choosing the keep my files reset option.
