    Most of the time i am not able to open the start. I don't know why it is so?

    check for OS updates

    Try this

    Go to Action Center, and activate Tablet Mode. Try if Start Menu works ,come back to "normal mode".
    If it doesn't work: Open PowerShell as Admin and try this:
    Get-AppXPackage -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}

    and press enter
