Why since downloading to Windows 10, will my battery not charge completely?

My battery while charging will only now go to 63%. Says plugged in, not charging. I have tried a couple of suggestions, but no luck in fixing the problem.

I have a Dell Inspiron 5735 laptop. I have turned it off and rebooted. I have removed the battery and put back in and rebooted. I have tried several things. It's been 10 days and still not working right.
