why cant i sign in and use cortana?

I want to use Cortana soo much but it ask to sign in with Microsoft account .when I click the sign in it shows my Microsoft account and when I choose that then it shows a small page which is blank and leaves me back to the same screen and also my laptop is pretty slow...please help me out!!!!

Check your language settings whether it is English and region settings is USA.
