windows 10 update on surface 3 stuck at 99%

Windows Central Question

I ran windows update troubleshooter and got 2 errors ..

Windows update component must be repaired and error 0x80070490.

I used all my data limit so it will be helpful if I can upgrade to windows 10 without have to download all over. Also I am a noob , so detailed instructions will be helpful.

SInce Once upon a time I was a newbie too, I can tell you the first rule: looking for a free internet souce. In the modern times, free wifi hotspot (mall, caf?, park, village, downtown)

Updates aren't for limited data plan

As Maurizio said, you'll need to find a place with free wifi or ethernet connection - even if it means buying a cup of coffee or something. Updates are never something you do on a limited plan
