Why is affinity not saved in two groups?

Windows Central Question

I have a computer with 38 cores and 72 treads and I want to use all the treads. But when I go to system management I see that there are two groups 0 and 1 with each 36 processors So group 0 has 36 and group 1 has 36. When I choose group 0 and select all then group 1 gets deselected and when I select group 1 then group 0 gets unselected. I can't manage the select both group 0 and group 1 and use all the 72 treads

On systems with 64 or fewer processors, existing applications will operate correctly without modification. Applications that do not call any functions that use processor affinity masks or processor numbers will operate correctly on all systems, regardless of the number of processors. To operate correctly on systems with more than 64 logical processors, applications might require modification.
