Why is narrator alerting me of low battery?

It makes no sense because it even does it when it's plugged in, and every few minutes, very annoying. Narrator is turned off and it's still talking! What is going on and how do I fix this? With the clock never being right and now this, I'm seriously wondering why I even still have windows. Mac is starting to look pretty good right about now.
