Unable to pay for apps in the windows market

I'm in Nigeria, my phone and laptop are both on anniversary update,i can't add my debit card to the wallet so i can't buy apps, and there's no option to use paypal, any idea how this can be resolved?

do your local carriers have the option to pay using airtime? That's what we have here in Kenya. You can use airtime to pay for apps at a constant currency rate
