What do you need to use Windows Ink?

I mean:
- To use Windows Ink with your fingers, you need to have a PC with integrated touch screen?
- If I buy a bluetooth Pen, it will work also on my PC which doesn't support touch screen?

(I have an Acer Aspire E1-571 by the way)

1 - Yes
2 - Not, a pen alone isn't able tracking touch positions

The screen and pen both work together for this too work
