Called Microsoft and they said it could be infected. I run AVG Ultimate. AVG said they could fix it for $40. Didn't have this problem before.

Open chrome > click/tap on hamburger menu (3 horizontal lines on the top-right corner) > settings > check if browser is set to open specific number of pages at startup
