Next, Data Saving mode for IE mobile has been removed and is not coming back.

Back to your original question about disabling images - don't hold your breath.
Solutions
1. Use other (slower) browsers
2. Turn off data after a page has loaded the words you want to read
3. Switch your network from 4g or 3g to Edge to reduce bandwidth consumption
I already use UC browser for phone which is faster, not slower. In a typical day of facebook browsing, I would have used 2-3MB only. On the app it would have been 40MB?
My data is always off by default unless I need it
I use that all the time, especially when tethering - a favourite trick I regularly use and I've even been spreading that technique to others
