sorry, but you cant do that by any means. If you feel that you are missing some major apps for yourselves on windows OS you can always opt moving on to Android or iOS
You can download a program called bluestacks. It's free and will come with a base android image. You have to download some free promoted apps from their selection to keep it working. I have it and it works well enough for me on my surface pro.
for pc, you can use emulators like bluestacks as Tony suggested - I used to use it myself but it used too much data and I removed it
