How to use the mobile (wifi) internet on to my laptop using the windows 10 phone ?

Slide screen from top to down for opening Action Center -> Tap on Mobile Hotspot. Hold tap in it, and you'll see the andvanced config like Win8

PS: you carrier must enable it before, or it may apply extra charges
