I have came across many music players on windows 10 pc where there is inbuilt equalizer which works with bluetooth headsets. But their mobile version doesn't have one. Since they are universal apps it doesn't make any sense.

Bewcause Windows 10 Anniversary update got an equalizer inside (Settings -> Extras), with different presets according to linked devices

There might not be an equalizer API so you have to use the built in one. Last time I checked, it only worked for wired headphones.
