WiFi speed drops to zip In First week of use

My first book went 4 months good speed functional loved it. Then DEAD
BB replaced ..then one week after receiving the new unit. Unstable and even though we have 100 mbs speed the book only runs at 7 SEVEN.
Try that on you tube 4K. Hah.
Tried the supposed fix in RegEdit
To nanda. Any clues folks before I depart to Linux,

A malware scan? a network check for app usage?

you mean the surface book?
Can you try resetting the router?
And you're sure your ISP hasn't throttled your speed?
