    Metered Connection used to be under Settings/WiFi. It is not there anymore.

    I started with Windows 8, then installed 10, went back to 8 and returned to 10 again.
    To make space I also deleted the backups.
    I don't know if this is related.

    Hi! Wow! That's a lot of back and forth. Are you saying you deleted the restore points? I doubt if that is related to your issue. My advise would to be save your data and use the media creation tool to do a in-place repair upgrade. Here's the link explaining how! If the in-place doesn't work, then maybe a clean install!
