    My phone is hosed.

    Half my apps won't run at all.

    The phone keeps doing a soft reset all on it's own. I will be doing something on an app that is still working and wham it goes into a soft reset.

    Browsers shut off after a few seconds ... they start then wham back to the start screen.

    I've done soft and hard resets and nothing helps.

    I think it needs to be formatted and start from scratch.

    Do I send it to Microsoft or to AT&T?

    First, you have to check if your phone is still under warranty. Go through this Microsoft tool to get to the warranty page: https://support.microsoft.com/en-us/...ing-and-repair

    If nothing works, you can go to the B2X page, who now handles Microsoft phone support: https://support.b2x.com/

    On that page, I would suggest for you to go through the tools on that page and see what they say.
