Activate Speech-to-text on Windows Lumia 430

I have a smart phone Lumia 430 working on Windows 8.1. The Speech is enabled but I cannot still use the mike to record my speech in the form of text. If I speak it does not get converted to text. I get the error message "Looks Like Speech is not enabled on the Device". Could someone resolve this issue. Thanks.
