When I resize any open window, why can't I see the preview for the window size?

Kinda hard to explain, but here goes nothing.
If you were to move a window on your screen, the window will drag in real time with your holding the mouse down. I can drag the screen but I can't tell where the screen will end up until I let go of the mouse.
If you go to resize a window, you're window will constantly adjust in real time (and you can see it with your eyes) with you moving the mouse. Or there will be a black border that shows you just how you are adjusting the screen size. When I want to resize a window I don't know exactly the new window size will look until I release the mouse. This is a new problem on my surface pro 4 with windows 10 and hasn't been an issue before, wondering if there's some checkbox in the settings somewhere that I clicked or something.

I'm having an aneurism trying to figure this out.
