Why do Battery and Clock apps need so many permissions? Some of them seem worse than Android for wanting to spy on me?

If you have any kind of online or social media footprint, you should not be concerned about your privacy. Rest assured, your information is already being shared to so many places. About the apps, the battery app sounds reasonable to find out the usage of every other app, including contacts, messaging, phone etc., but a clock should not require so many permissions unless it is getting some sort of media, like a background or ringtone from your media folder.
