Why can't I download apps from my Windows 10 Phone or Windows 10 PC?

I am having problems with installing apps on my PC and my mobile, I tried resetting my mobile phone but it was no use! I tried installing apps on my PC and gave me the same problem, can this be related to my account?
My error code on my PC is 0x80240024
- I have 2 devices with my account ( my mobile (lumia 735) and my PC)
