"Jumping" Computer Screen. WHY?

[Windows Central Question]

HP Notebook 2000; Intel Pentium; 2013 vintage. The screen is intermittently jumping w/ a light blue horizontal line at the very top of the screen. I booted into SAFE MODE, uninstalled the Intel Graphics Driver & reinstalled it from Intel website. NO GO! I tried troubleshooting apps/programs/mouse, but NO SOLUTION. I use Firefox browser / Kaspersky Total Security suite. I'm out of options!!!
