    I tried a lot of things posted here and there on Microsoft web pages and seems no one really knows how!

    Try on outlook.com. Click the grid icon in upper left corner and go to People. Click Manage drop down menu at the top. Then click IMPORT. Then try importing from there using the option to import from OUTLOOK or WINDOWS LIVE MAIL. Both gives you option to import CSV files. Though not sure if yours is FULLY compatible, but worth a shot.

    If you're signed into your Microsoft Account on your phone or computer, the People app should take a day, give or take, to sync them all.

    This is the way I did it. I had a CSV file of Yahoo Mail contacts when I left Yahoo and moved to Outlook. I imported the CSV file using Outlook.com. After that, the People app held all my original contacts and this was synced on my Windows phone too, using my Microsoft account.

    Can I just say, without trying to offend to many people. I have searched high and low for a solution to getting my csv contacts into Windows 10 mail or Windows People app and I find it VERY difficult to believe that the solution is to create an Outlook account first, import into that, and then import from there back to the Peoples app on Windows. How can the MS Team really believe that this is a long term solution? Importing between mail programs isn't anything really new. Why wasn't this more thought out before releasing this, do I dare say, UPGRADE?

    Just fyi, if you have the contacts saved in any account (doesn't have to be Outlook), you can add that account to the People app. I haven't tried the csv route, so I can't comment on it.

    Problem is, all I have is a CSV file. It is from my address book from a from a previous work email. It has all my personal email contacts I had accumulated over the years. So, I really need a way to get it uploaded.

    if you haven't tried already,

    open up Windows File Explorer. make it full screen. go to your user account folder. then your 'contacts' folder. near to top bar will have an option to import. select import. select your csv file.

    this will not import into the People app, but your user account folder. it may or may not work with Windows 10 Mail app. it definitely will not work with Outlook email program. it used to work with old old Windows Live Mail and Windows Mail win32 programs back in the day.

    At the moment, the People app only syncs with your Microsoft account, this requires that you make a free Microsoft account. you don't have to make your computer user account into an online Microsoft account, but it helps consolidate all your Microsoft experiences. I would encourage that you make a Microsoft account if you haven't done so already. it backs up your Edge bookmarks and People contacts.

    something interesting of note is when you add new contacts in the People app, you have an option to save it to a specific email account, i.e. Gmail. afaik. ymmv.
