Skype for business will not login

i have a lumia 950. skype for business will not make it to the login screen. it just stays on the splash screen then crashes. i tried reinstalling a few times but it does not fix the issue. i have another windows phone that i can login fine. no changes other than the latest CU. i am not running a insider build.

any ideas? any way to prevent the "restoring user data" on a reinstall?
