Can you use a Windows Phone 10 on a Windows 7 PC?

I'm about to buy a Windows Phone 10 after having used my Windows Phone 7 for 7 years, but I'm wondering if I'll be able to use it with my Windows 7 PC?

I see they no longer work with Zune, and the Windows Phone app for desktop I downloaded seems to only support Windows Phone 8.

Does this mean I will be unable to do backups/updates/sync of my Windows Phone 10?

Since WP8 all backups and updates are done on the device via its internet connection.

Syncing is via the cloud like WP7.

You can use it with a 7 PC, but all you can do is either:

A. Use recovery tools
B. Transfer media/files
