Lumia 950 start screen sometimes shows new new text message and missed calls but not always.
How do I set it to show new texts and calls all the time.

yeah, and what notifictions u had to get and did not get? maybe u have choosen to get notifications at some predefined times or maybe just sumarizations

Click into where it's shows detailed start menu setting and set it up to your liking

Running Insider Fast ring, facing the same issue, all apps are showing notification in the notification hub except for messaging app, no sound or vibration alert also. I have to manually check when doing online transaction for OTP.

Detailed notifications AND making sure your default app is the one that is getting those detailed notifications. When I went to Vietnam for a couple of weeks, I turned off my service which sent everything text related to my skype app instead of the default Messages app. When I came back, I noticed I didn't see texts as detailed notifications since they had switched apps so I just switched them back
