Persistent SNAP setting.

I just discovered that the irritating adhesion of windows that may have 'touched', is called SNAP. I discovered that it can be unticked in the context menu of the window title bar AND that there is a global option in Settings, Multitasking, SNAP. Having turned it off globally, I find that new emails (W.L.M.) have Snap ticked ! How to make Snap 'obey' the global setting ? - I run Win10 v1703, 32bit.
