I'd like to start by saying that just because official mainstream support for Windows Phone 8.1 is over does not mean in any way shape or form that your phones are going to just stop working. The Store will continue to work, your apps will continue to work (unless action is taken by the developer or something goes wrong) and your phone will continue to be just that, a smartphone. I can get an Android 2.0 device that still functions even if it's incredibly outdated and hasn't been supported in years. This just means you're not going to see any more bug fixes, or cumulative and/or feature updates for Windows Phone 8.1 ever again. Microsoft might patch critical bugs if they pop up but other than it's really just more of the same. Microsoft hasn't really supported Windows Phone 8.1 since Windows 10 Mobile came out anyways. This really isn't a big deal. It's just a date. The only thing that's changed is now it's 'official'.

To answer your other question, yes, you can still upgrade to Windows 10 Mobile if you own an eligible device and you can update that device to the latest build no problem. Just download the Windows 10 Upgrade Advisor and go through the process.
