How do I allow my windows 10 (Toshiba laptop) to allow me to sign back in after shutting down?

I have shut down my windows 10 (Toshiba laptop) which i dont regularly do and gone back to turn on this arvo but only a screen picture is coming up, without me pressing any restart buttons. When I click on it to allow me to sign in nothing happens, when I turn the monitor off then on again nothing happens, the screen picture is still there. How do I get it to allow me to sign in to use again and go to other options to get past this screen picture?
