Should Microsoft focus on worldwide availability of products to win over consumer space?

Microsoft's strategy has always been to promote and make products for developed market. They take years to reach full global availability for their products except for Windows and Office. There are features that are not available worldwide from the start and I think that is the main reason behind the failure of Microsoft's consumer based products. Products like Groove music were not available worldwide neither is Movies and TV or books. Microsoft does not sell products via Microsoft store in countries China and India nor does every feature of Cortana is available in every country. The Bing search engine is no good for developing countries and so on. What do you think about this topic?

MS just gave up the consumer market to just operate in the business space, they no longer seem interested to provide products in the retail space let alone worldwide availability. Expect MS to become like IBM or Oracle in few years, profitable yes but with zero relevance in consumers minds.

I absolutely agree that Microsoft services should be made available world wide. Even in English would make a great experience. Most of us here is relying on English version rather than local language one anyway.
