For Google Play Store - Use Gmail address? Or Outlook.com address?

Well, I might have been the last remaining Lumia 950 user, but I bought a Samsung Galaxy S9+. Two years from now, assuming Microsoft has a mobile solution, I'll convert back.

In the meantime, I still want to use Onedrive, Microsoft Word and Excel, etc. I have a Gmail account, rarely used, my primary is an Outlook.com email address.

Which one should I use when setting up my new phone? And should I use the Gmail address to log into Google play? Or should I use my Outlook.com address? Does it really matter?

Doesn’t matter if both of them point to the same Google account.

It doesn't really matter. My main email provider is Outlook and I don't want a Gmail account on top so I just signed up for Google services minus Gmail using my Outlook email address and sign in to the Play Store using that.

It doesn't matter. Whatever you use is essentially a username for your Google account.
