Can I transfer my SIM from my windows phone to iPad Pro Cellular and use the same number, and back and forth as necessary?

If the Windows Phone you have is the same size (nano SIM) then there should be no problem so long as your SIM card is carrier unlocked.

Carrier unlocked means you can use the SIM in any device. If you're unsure you can check with your carrier. Depending on length of contract, etc you should be able to unlock it if it isn't already.

As said above, as long as the SIM card is the same size and the device is unlocked for the new provider then it should be fine.
