Why can't new apps download to my external storage instead of hard drive

No matter even if I set my new downloads to download to my external storage, every time i download a game from the microsoft store it downloads to the hard drive instead. I am trying to download Halo MCC to my external hard drive. I tried moving it from my hard drive to my external but it fails every time probably because it is too large. I'm not sure how I can get my game to be on my external storage instead of my hard drive.
