Duo 2 - Add to. Home not working

I have Home set to 4th pane. When I long press an app and select "add to home" it goes to the 2nd pane, regardless of where the home is.

I know the home is set correctly because when I swipe to go to Home, the correct pane is selected. And if I long press a contact and select "add to home" it goes to the correct lane.

Any idea why adding apps to home always adds to to the 2nd pane?
