How can I turn my phone back on?

how can i turn my phone back on ?

I wasn't using my phone and it completely shut off. Now it wont turn back on. Holding down the power button isn't working. Plugging the phone in isn't working. It is a Blu Win HD LTE

Plug it in and let it charge for about oh... 30 min to an hour. Then try to press the power button. Hold the power button for 20 seconds at first, that should power it off completely, then press and hold for a couple seconds to turn on.
