May be its Carrier dependent process coz i cant see that option yet. I m using BSNL :(
    Can you post screenshots, please.....................
It is Carrier dependent. It has nothing to do with Region or the Microsoft Store aside from that is where you are trying to purchase.

This^^ Here in the U.S., we've had carrier billing for a while now. Incidentally though, I just discovered today that there is a $100 monthly limit on mobile purchases (including "in app purchases") using this payment method. Yes, I reached the limit today! Talk about supporting our developers eh???

3rd Confirmation, it is indeed Carrier dependent - O2 in the UK support carrier billing however Three (3) do not.
