"Surcharges and fees" on MSV plans

Does anybody have a breakdown of what the "surcharges and fees" are that AT&T charges for their "Mobile Share Value" plans?

I'm thinking about switching to AT&T and getting Mobile Share Value 5GB plan.
$50/month for 5GB (unlimited talk and text)
$25/month for MSV Devices Access Charge (my line $40-$15 MSV discount)
$25/month for MSV Devices Access Charge (my wife's line $40-$15 MSV discount)
=$100
So it's $100 + what? I can figure out the taxes for my county, but outside of that, what else is charged?

This isn't helpful:
(1) federal and state universal service charges, (2) a Regulatory Cost Recovery Charge of up to $1.25 to help defray its cost incurred in complying with obligations and charges imposed by state and federal telecom regulations, (3) an Administrative Fee on consumer and Individual Responsibility User (IRU) lines, and (4) other government assessments.

I'll answer your second question first. Tethering is included in MSV. It's extra cost on "Unlimited" and other plans.

I'm grandfathered on the 3GB plan which is $40 plus $25 per device. The $25 actually ends up being $31.32, see charges assessed per-line below.

Surcharges & Fees (Total $2.90):
Administrative Fee $0.61
Federal Universal Service Charge $1.44
Regulatory Cost Recovery Charge $0.85

Government Fees & Taxes (Total $3.42)
911 Service Fee $1.75
State Communications Service Tax $1.67

Your tax rate may vary but probably the rest of it will be the same or very close.
