AT&T iPhone Network Priority

I had a 830 and upgraded to a 950XL. I work in Manhattan and need to commute through Penn Station on the Long Island Rail Road. My girlfriend has an iPhone 6. When we are in Penn Station together or other very congested areas of NYC, we both show 3 bars and LTE, though I can't connect to the network, and she always can. This has happened with both the 830 and the 950XL. I see other people on the train with Iphones browsing as well. Is there a hardware limitation to the windows phones or is it possible that iPhone get network priority?

That's very odd. It could be possible that the categories of the connectivity bands might be different.

I'd sooner expect it to be superior design on Apple's part (save for the iPhone 4) than carrier evil-ness. But that's interesting. Maybe it can even be differences in how the devices handle the situation.
