So I spliced up the charging pad wire and got it directed connected to my car without an inverter, but the voltage regular I got from radioshack is really ****ty (go figure) and is giving 13V instead of the 12V the pad is rated for.

Too lazy to fix it: how long until the charging pad explodes?

It could happen anytime and you may get a electrical shock or even worse start a fire in your car, my advice:

I'm pretty sure that's what the fuses are for. There's one in the radioshack regulator too, so between the two fuses I'm not particularly worried about an electrical fire.

Realistically a capacitor is probably going to pop in the charging pad and die very anti climactically without even blowing a fuse. I just wonder how long that'll take, if ever. They do design these devices with a certain amount of tolerance, but I'm hoping to get a professional opinion on this.

edit- I was just told that devices usually have a +/-10% tolerance, and I'm sitting at 11% here, so.... it's probably fine. lol. Just shaving a few weeks off its life.
