I want to use continuum but there are no continuum display docks here in Uruguay, can I use this one:

That's not a continuum device, that's a simple docking station for OTG compatible phones.
It has no USB 3.0 input. No video output.
Lumia 950/ XL got a 3.0 usb port, so that's not compatible

Thank's I didn't realize that it didn't have a video output.
Is there any cheap option for the display dock, without using miracast?

I don't know, try amazon or ebay, but use the correct search terms: you need a continuum dock

The one fatal flaw is that it does not seem to support audio over HDMI. Everything else works well though. It actually has 4 USB 3.0 ports.

you need some thing support displayport alternative mode through USB-C port, plus also can passthru charging and act a OTG usb hub . there are some mentioned in one of the windowscentral article.

Hello, long time no see<
I currently found an indiegog project called Marble Dock usb-C, look very appealing, what do you guys think?

I contacted them, and ask for all the specs this dock support, looks like it would work with Lumia 950/XL and HP Elite X3 for continuum as well as lots of laptop with usb-C 3.1 standard.
