    I know that I can adjust the coarse "interests" from the Bing homepage, and that Cortana will use some of this information that she deems important to me.

    I'm interested in knowing if there's an online page in my Microsoft account that lets me help configure Cortana and her Notebook... all of the same items I see in my phone, plus more perhaps? Inner Circles, Locations, etc.

    No - This information is all stored on your device only, something Microsoft were specifically touting as a privacy feature.

    Well, if you open the Bing home page and login with your Microsoft account (and your Bing region set to US), you can see a section in the Settings page that lists exactly the same Cortana interests you see in your phone. It can be used to have personalized information on the Bing portal. I'm not 100% sure they are synchronized across devices, but it looks like it.
