How do I reset the Cortana tool bar on PC?

How to reset Cortana tool bar on PC

When I click on the tool bar nothing happens at all, also if I click on the microphone nothing happens. The tool bar darkens that's it.

Can you open Cortana by clicking Start > All Apps > Cortana?

Then Notebook > settings > very first setting toggles Cortana off an on > toggle to off > select the first link to manage what Cortana knows about you and have her forget everything...

Then toggle Cortana back on. She will reset and relearn.

Alternately, in Windows 10 there is some evidence that 3rd party AV or 3rd party Network usage meters may bork Cortana and/or Start menu. If you have either, toggle it off to test if it might affect your Cortana.

Tried what you suggested. Cortana app won't even open.

Start > Settings > Update & Security > Recovery > Reset this PC "Get Started" > choose option #1 "Keep My Files"
