' Critical - Start up and cortana failure '

My laptop is virtually useless now as the startup has ceased to work. I get a blank screen with the cursor active. I am able to ctrl alt del to look at the task manager and I have then managed somehow to get to program files to start iexplorer. Before the blank screen appeared I was displayed a message 'Critical - startup and Cortana could not start. sign out and ATTEMPT WILL BE MADE TO FIX IT' Of course the sign out and sign in repeated the previous message. I would love to return to my previous version of windows but there is no restore option to this previous version. Can't believe it. Do Microsoft have any obligations to their users?
