    I found a thread at the Kodi forum about using Google Assistant to control Kodi. It uses a node server and IFTTT. Well, just follow the directions and use Cortana as the trigger instead.

    Check the windows store and see if you can find a Kodi remote. I know using my old windows phone there was a remote you could give voice commands to Cortana a lnd she would use the remote to control Kodi. You may just have to have it run behind Kodi.
