My DVP is unlocked, and I don't have the update. I'm really not sure why I haven't received it, if my phone isn't locked to T-Mobile...?

Well after calling in to Dell Support it turns out my phone is locked to T-Mobile. I tried to get Dell to unlock it (since I'm on pre-paid) and they refused. Do I need to call T-Mobile and have them unlock it?
