If you mean "un-brand" your device, yes it is possible. There are instruction at XDA-Developers that will walk you through the reg-editing and de-branding process...however you run the risk of "walshing" your phone making it unable to receive any official future updates.

Also, this will void your Dell warranty, but.

Now, if I totally missed the ball and you mean Carrier unlock so you can take it to AT&T or a Euro provider, then yes. Just call T-Mobile support and ask for an unlock code.
