I swear, I think it happened after a Windows 10 fall update. Anyways, as far as I can tell, v-sync is disabled in Steam and Windows, so it is not the common v-sync issue that I can tell. (Playing Counter-Strike: Source)
I've made sure my laptop drivers are up to date with Dell. I don't know what else to do, besides downgrade to Windows 7 like many others prefer.
Just trying to avoid the hassle and see if anyone else knows why my FPS is being capped and how I can fix it.
