Quest about the 19$ developer deal

I have a question I previously looked into created some apps back during WP 7.5 and got a free developer account as a student. How do I see what I have available to me and what is different with this vs what is being presented for the 19$?

I guess dreamspark was program for students, we used to get All software from microsoft for free .. Good days I say.
