GDR3 in Aus

Well; after messing around all day getting a Windows 8 VM up and getting the SDK install to unlock my phone; when I try and install GDR3 I get
"Your phone's current Country/Region setting prevents you from getting apps on the web. Please go to the Store on your phone, and then try to download the app."
